Belém is experiencing a moment of renewal with the arrival of COP30, the 30th United Nations Conference on Climate Change, which takes place from November 10 to 21 in the capital of Pará. The city has prepared to host over 50,000 people, including heads of state, international organizations, and members of civil society. Among panels and meetings, the event places Amazônia at the center of global discussions on sustainability.

The urban transformation that preceded the conference was the largest ever carried out in the city. New mobility, drainage, sanitation, and public space works have been planned to modernize Belém and ensure the necessary infrastructure for the event. Among all the interventions, the highlight is the Parque da Cidade, built in the Sacramenta neighborhood.

About Parque da Cidade

With 500,000 square meters, Parque da Cidade is the main project of COP30 and the largest urban investment in the state of Pará in the last 100 years. With a budget of R$ 980 million and construction beginning in May 2023, the space was designed to host the main official activities of the conference, serving as a meeting point for delegations, authorities, and the public.

The park houses the two main zones of COP: the Blue Zone, restricted to representatives and heads of state, and the Green Zone, open to the public. During the conference, the location will host cultural activities, exhibitions, and artistic performances, promoting a connection between sustainability, culture, and social participation.

Parque da Cidade
More than a temporary structure, Parque da Cidade was designed as a permanent space for recreation and social interaction. After COP30, the location will remain open to the public, solidifying as a new urban landmark of Belém.

Structure of Parque da Cidade

Parque da Cidade includes various cultural, sports, and community spaces distributed over an area of 50 hectares of landscaping. In general, the project includes:

  • Creative economy center and multi-use studio;

  • Gastronomic center and food court;

  • Multi-use cinema and theater;

  • Music recording studio;

  • Market for regional products;

  • Library and sound library;

  • Observation tower;

  • Ecumenical temple "Oratory of Water and Light";

  • Internal and external stages;

  • Aviation exhibition square.

The diversity of uses makes the park a multifunctional space, accommodating cultural and sports events as well as educational and environmental activities. In addition, the green area of the site is one of the highlights: over 1,500 trees and 190 thousand ornamental plants cover 83 thousand square meters, enhancing the microclimate and providing shade and thermal comfort to visitors.

Climate Mitigation Technologies

Parque da Cidade was designed with sustainable solutions that make it a example of architecture and urbanism aimed at mitigating climate change. Among the technologies adopted is the use of photovoltaic solar energy, which converts sunlight into clean and renewable electricity, and the rainwater capture and reuse system, which reduces waste and ensures water efficiency.

The integration between nature and infrastructure is one of the main premises of the project. The grassed and wooded areas help to mitigate temperatures and reduce urban heat islands, while the use of native species reinforces the ecological role of the space. These solutions transform Parque da Cidade into a lasting environmental legacy, aligned with COP30's mission to promote effective and inclusive climate policies.

Other Changes for COP30

The impact of COP30 in Belém goes beyond the construction of the park. The event accelerated investments in infrastructure works, mobility, and basic sanitation. In the latter area, over 500,000 people (about one third of the city's population) benefited from new sewage, drainage, and water treatment networks.

The projects for macro-drainage and urban requalification have also been expanded, modernizing neighborhoods and preparing the city for the future. Total investments exceed R$ 5 billion, aiming to ensure that the benefits of the conference extend beyond the event.
