The administrative city of the São Paulo government will be moved back to the Palácio dos Campos Elíseos, located in the center of the capital. The São Paulo government began to encompass Morumbi in 1965, when Governor Ademar de Barros inaugurated the Palácio dos Bandeirantes and designated the site as the new headquarters building. This retransfer involves not only the development of a new architectural project for the city center, but also changes in the urban dynamics of the neighborhood in the South Zone. The construction of a terrace in the Center The main highlight of the project drawn up by the government for the new administrative headquarters is the construction of an esplanade on the surroundings of the Palace of the Champs-Élysées. As shown in the published plan, the esplanade will be located in Praça Princesa Isabel, a location that currently includes the Princesa Isabel Bus Terminal. In view of this, the project foresees the relocation of the terminal.

Another change presented in the planning is the construction of 12 new buildings that will house the governor's office and the 28 state secretariats. Construction of the buildings is expected to begin in March 2025, and the deadline for completion is 2028 or 2029. In order to make the construction of the buildings viable, in addition to the removal of the terminal, approximately 230 residential properties in the blocks surrounding the square will be expropriated and subject to interventions. The area around the Champs-Élysées Palace will therefore be used exclusively for the new administrative city project, according to a statement signed by the state governor, Tarcísio de Freitas. The head of state states that the proposal is “a gradual revitalization process” of the city center.

For Raul Juste Lores, an architecture and urban planning researcher and author of the book São Paulo nas alturas , the transfer of the headquarters could be beneficial to the Morumbi neighborhood. In an interview with CBN, the expert states that the complete evacuation of Palácio dos Bandeirantes could open up space for the region to become a less empty and more commercial area. “It has to become something similar to a normal city, which is what Morumbi lacks the most. In other words, squares, with stores, office buildings and apartments mixed together, without high walls, wide sidewalks and with shops nearby,” he says. The change could also be a positive point for traffic in the region, explains Raul: “The Palace only hinders traffic, because no one lives right next to the Palace. You see Giovanni Gronchi and all the avenues in Morumbi with absurd traffic, but life in the neighborhood is totally dependent on cars.” Largest architectural competition since Brasilia will define the execution of the project Along with the announcement of the change of headquarters, the government launched a competition — the largest since the Brasília pilot plan — to choose the architectural design for the construction of the esplanade. A Preliminary Architectural Study will be chosen for the implementation of the Administrative Center of the Government of the State of São Paulo, based on the terms of the minimum elements provided for in the Notice. The winner will be announced in August. The selected company will carry out the executive project, which has a ceiling of R$24 million, and will be able to operate the site for the next 30 years.
